Microsoft is continuing to investigate the issue and different sources say that Microsoft is restarting different subsets of their infrastructure to help solving the issue.

We are currently experiencing system wide disruptions with the outgoing (Email action) and incoming ( Mail import) mails using Microsoft Graph
We are aware of the problem and are investigating whether this is related to a service at Microsoft.
